It's part of the CSS3 Colour module: http://www.w3.org/TR/css3-color/

Which is still a Candidate Recommendation so I'm not sure of the
usefulness of adding it at this stage. I think IE also has an opacity
property as part of it's alpha filters, but my google-fu is letting
me down right now.
