[TxMt] Key bindings for switchers - not working in TextMate

There definitely seems to be some sort of TextMate specific issue
going on. I've tried using TextMacro and Key Binding Editor, as well
as editing the file by hand. In every case, I end up with all my
other cocoa apps accepting the new key bindings after a restart, but
TextMate is stubbornly refusing to read the file, even after a system
reboot.
