I have rewritten the various entity related functions so now the  
decode function works with utf-8, decodes both named and numeric  
entities. The encode function encodes non-ASCII as numeric when there  
is no known name etc.

This will be available starting with next build. For those who have  
customized their versions, delete the misc. commands in ~/Library/ 
Application Support/TextMate/Bundles/HTML.tmbundle/Commands to revert  
to defaults.
