[TxMt] How to add encodings to "Re-open with encoding" menu

There is no way to add to the menu, but you could create a new bundle  
with re-open commands, using iconv for the actual conversion.

Attached is such bundle with two example commands.

Notice though you will have to create similar commands, if you also  
want to save with one of these encodings.
