You can set it for a specific scope. This is done implicitly. For  
example if you want it enabled for only HTML, switch to an HTML file,  
enable it, then switch to a non-HTML file and disable it again. It  
should now have recorded, that in HTML (and scopes below text.html)  
should soft wrap be enabled.
