No. Perl works out-of-the-box and TextMate comes out-of-the-box with  
bundles for all the popular languages [1], including HTML, PHP,  
Apache, ActionScript, CSS, JavaScript, and, SQL.

Exactly what problem are you facing, which makes you think you have  
to deal with svn or Perl?
