The source is found as:
    TextMate.app/Contents/SharedSupport/Bundles/TextMate.tmbundle/ 
Support/bin/list_shortcuts.rb

Changing font is only possible by modifying the source (or the webkit  
preferences set in the HTMLOutput nib via Interface Builder).
