Okay, that's the old Run Ruby which you're using.

If you're using latest build, go to ~/Library/Application Support/ 
TextMate/Bundles/Ruby.tmbundle, show pacakage contents and delete  
Commands/Run Ruby (/usr/local/bin).plist to reset to defaults.
