[TxMt] Using file as HTML output

I'd like to do a simple preview command to keep an html file in live 
update as I edit css. This doesn't seem to work:

echo "<meta http-equiv='Refresh' content='0; 
URL=file://localhost$TM_PROJECT_DIRECTORY/public/index.html'>"

What am I missing here?
