[TxMt] Can't open .rxml files in TextMate?

In Finder? Did you do “change all”?

Not allowing a drop on its icon sounds strange indeed. Not opening in  
the drawer is less strange (except if you used “change all” in  
Finder). What you need to do is control-click the file and select  
»Treat files with “.rxml” extension as Text.«

It doesn't know them out-of-the-box. But if you select a language for  
one file it'll remember that setting in the future.
