I would guess not. Fink is a program that would download and compile 
svn-client for you. Wish I could tell you how to do it from the command 
line, but I don't use Fink myself. You can try installing "Fink 
Commander", which is a nice graphical interface for Fink, and a bit 
easier to work with.
What I would recommend though is going with the third option, and 
downloading the binary from Martin Ott's page:
http://homepage.mac.com/martinott/
That's what I have done. It's much simpler.  This should work in 
Panther, don't know about Tiger. Alternatively, you can try the 
packages in:
http://metissian.com/projects/macosx/subversion/
