By default TM doesn't put any BOM in your UTF-8 files (only in UTF-16).

But if the file already has a BOM, it will (starting from 1.1b5 IIRC) 
preserve this BOM. Something I added because someone claimed that this 
is the only way IE will recognize UTF-8, but I must confess I have my 
doubts, seeing how all the pages at macromates.com render just fine in 
IE and are UTF-8 without any BOM ;)
