As others mentioned, there's the TM_SVN variable. But just for the 
records, by default (i.e. with the default BASH_ENV variable) TextMate 
will source /etc/profile. So if you want to make it work w/o changing 
stuff in TextMate, it is this file you should change.

And preferably you should just extend the path to /usr/local/bin. E.g. 
adding this line:

export PATH="$PATH:/usr/local/bin"
