The DIALOG command is, as the name implies, about showing dialogs / UI (menus, nibs, alerts, pop-up lists, and tool tips).

The x-insert command is really just an internal private function of DIALOG which is why it does not show up when using "$DIALOG" help (it’s needed in combination with the pop-up menu).
