Can you provide the use case where you need this?

I’m not too keen on extending the URL scheme further, we sort of want to deprecate it (for opening files). The mate shell command will have some new options in 2.0, presently no byte offset, but we could add it if there is a persuading argument — byte offsets are a bit icky though because they are encoding specific.
