[SVN] Patch for PHP bundle: Validate Syntax on Save

I would like to submit the attached patch for inclusion in the PHP  
Bundle. It adds a new "Validate Syntax on Save" command to the PHP  
Bundle which does the following on Apple-S (for the source.php scope):

1) Saves the current file
2) Uses the PHP cli to check the syntax of the file.  If there is a  
syntax error it:
           a) Displays the syntax error in a tool tip
           b) Moves the cursor to the line number where the error was  
found

We have found it to be a great productivity boost and think others  
will as well.
