[SVN] opening html content in preview

Hi all... I've been trying in vain to open local html files ie: file:///
path using this technique:
path = $tags[tag.downcase] || request_tag_name(tag)
url  = "file:///Users/username/path" + path
puts "<meta http-equiv='Refresh' content='0;URL=#{url}'>"

Can someone give me some insight as to the best way to load local html files
in the preview window?
