[SVN] Django Textmate Bundle improvements

Hi

I made some tiny improvements to Django Textmate Bundle. I made two  
commands, one for launching the dev webserver (python manage.py  
runserver) and another for syncing the db (python manage.py syncdb)  
that are two common operations when developing django applications. I  
believe they might be useful.
