Patch from Louis Theron:   When searching for \included or \input files texMate.py would not find files that were not part of the project.  It is possible to \include files from anywhere on TEXINPUTS.  I learn something new about LaTeX every day.  This patch allows texMate to find those files.

Note this problem still exists in the ruby code used for completion.
