[SVN] r6189 (Perl, Ruby)

• Changing class variables to class methods to avoid warnings from Ruby in scriptmate.rb.
• Changing a call to IO#read to IO#gets.  Ruby complains about the first and not the latter.
• Adding a new PerlMate, which inherits from scriptmate.rb.  Note that an exception handler for Perl has not been implemented.  I will look into this next.
