Here is an example. Extract to ~/Library/Application\ Support/ 
TextMate/Themes/WebPreview/ and have fun.
This one also features and experimental small header. Actually it is  
too small (the theme selection box hardly fits and the font in the  
header is way to small), but this will serve as a ncie example on how  
to go about this.
