Add package documentation viewer/browser
Features:
   if TM_CURRENT_WORD is a known package then open up the 'best' available documentation 
  if current word is not a known package then display a list of packages included in the current document or TM_LATEX_MASTER 
Also display the documentation shipped with teTex as organized by the texdoctk index.

uses TM_LATEX_DOCBASE variable for finding texdoctk files
uses TM_HELP_CATALOG variable for texdoc files

TODO:  present the long catalog listing in outline format to make it easy to hide/show the packages under individual headings.
