• add 'comment.block.number-sign.perl' scope for comments starting at the beginning of the line to allow imporved highlighting for top-level comments
• assign 'meta.class.perl' to lines with 'package' definition
• add even/odd leading tab scopes to allow for for block level highlighting
• move up 'sub' matching to avoid conflict with even/odd leading tab scopes
