[SVN] Apache Command Naming

Would it be okay to rename the apachectl commands to just:

  Config Test
  Start
  Stop
  Restart
  Graceful Restart

Seeing how these are in the Apache bundle, I think “Apache” is  
implied (like we also just have Run, Build etc. in other bundles, not  
Build Xcode Project, or Run Ruby Script, etc.).

Also, we could use the ctrl-shift V key equivalent for Config Test,  
as that is “Validate Syntax” for other languages.
