Adding Daniel Harple's Reformat Comment command for ruby.  The script used to accomplish this is placed in Support/bin/ so other commands are free to make use of it.  This command required a minor change to the Ruby grammar (leading whitespace is now scoped as part of the comment for full line comments only).
