[SVN] Punctuation Scope

Have three new notes; one with a proposed solution, one without, and  
one change.

[Aaron Swartz][] from markdown links, unsure what to scope the  
brackets as.

Added a relationship scope: The separator between items such as the  
namespace in html/xml, or the inherited class in Ruby.  
(punctuation.separator.relationship)

Changed punctuation.marker.quote to punctuation.marker.block.(quote| 
paragraph)
Reasoning being that other sorts of blocks also have special markers.
