Indeed, I just found that. Apparently that happens (sometimes?) if  
you type in a custom Info.plist name.

The application is for debugging (without crashing TextMate :).

The plugin is for real use with TM.

The tool is the command-line interface, and can be located anywhere.  
Probably "Subversion.tmbundle/Support/lib" ultimately.
