[SVN] r2205 (SQL)

Add command to submit an SQL query to postgresql.
I did this as a separate command  but bound to ctrl-shift-q (just like the mysql variety) realizing that most people may only use one or the other.  I though tthis was clearer.  We could of course combine the two commands into one and use an environment variable to decide which flavor of database to actually run....
