[SVN] attribute/scope for "highlight current line" feature ?

I'm wondering where to set the color of the "Hightlight Current Line"- 
feature.
Is this a Scope or Attribute ? Where can i adjust it ?

does it make sense to edit this in the Theme Editor ?
Or is it  Theme-dependent ?

In the "bright" theme the hightlight is gray.
In the "dark" theme it is some kind of dark yellow, but too bright
to read the text under it. I would like to change that.
