[SVN] Bundle commit 391

• made all commands I have created use $TM_RUBY which kevin introduced in r363.  (CSS Validate, Check Ruby Syntax, Execute Line with Ruby)

• fixed a bug in the ruby syntax checker (the version check wasn't proper working)

• minor change in svn_style.css: a:hover now has a bit more blue background

• made all HTML output generated with svn_helper.rb claim that it uses UTF-8 encoding

• introduced a new shell variable - $TM_SVN_DATE_FORMAT - see the README:http://anon:anon@macromates.com/svn/Bundles/trunk/Subversion.tmbundle/README.html how to use it.  (ATM Info and Log use it)

• documented new things in the README
