If I was writing LaTeX, I'd like this snippet. It has key equivalent " (no modifier keys) and scope “text.latex”. What it does is, it inserts ``$1'', wrapping the selection if there is any.

I think " is completely unused in LaTeX, right!?! So the key equivalent shouldn't cause a problem.
