I tried changing TM_LATEX_VIEWER to Skim.app and got the same result.

Also, the machine on which Textmate/Skim do the right thing is running exactly the same version of Textmate as the one on which they don't.

Iirc you have to use "Skim.app" (w/out ") but I'm not sure. I suggest
that you update your TM-install (switch to cutting-edge - I'm using
that since I'm using TM (two years or so) and I've never seen a crash)
then you get Preferences in the bundle which you can easily set via a
menu.
