It uses the most local one. Removing stuff in TextMate.app/… is never
a good idea (as it will be back when you update).

Remove the plug-in from /Library if you want to get rid of the
warning, but it is harmless. TM just tells you that you have two
versions of the same plug-in installed (and thus it will only load one).
