The application itself can be dragged to trash (it’s likely in your Applications folder).
TextMate keeps files in two other locations:
1. Your personal settings: ~/Library/Preferences/com.macromates.textmate.plist
2. Installed and customized bundles, themes, and plug-ins: ~/Library/Application Support/TextMate
If you remove the latter two items, you lose any personalization you may have done.
