You can enable logging which is described in the wiki: https://github.com/textmate/textmate/wiki/Enable-Logging
But that has to be done before starting textmate, so the question remains if you can reproduce the problem after a restart? 

The times I had this error was when a file was not writable (mostly on network drives) or the file was non-existing.
