I wonder if one could not test for the minimum versions of Perl, Python, Ruby or whatever in a "unified" way so if a bundle is missing something it can notify what the user needs to do, install it.

But then I am just a satisfied user with little if any understanding of the inner workings.

For now I would just ignore the warning, though it is very likely that some parts of the bundle will not work in a future version of the OS, as it stands now.
