I saw in the release notes that the tab-switching keys were changed. Try cmd + shift + [ (or ] ). The notes said something about this key being the current standard in tab-switching; that shortcut works in Safari and Firefox, I know, and other things like Araxis Merge. I think the point is that more and more Mac software is adopting the bracket-key-shortcut as the standard for tab switching.
Keep in mind you can always go to System Preferences > Keyboard > Keyboard Shortcuts > Application Shortcuts and override the built-in shortcuts (found in Navigation > Next/Previous File Tab in the TextMate menu)
As for alt-shift-tab, I happened to notice that that didn't work just last night. As a workaround, you can also use cmd-[ to decrease the indent (see under Text > Shift Left). That one seems like a bug, as alt-tab still works, and alt-shift-tab doesn't just not work, but deletes your selection!
