TextMate 2 does load plug-ins if they are declaring compatibility with 
2.0, but that is all it does, anything else would be up to the plug-in.

You can inspect the process to see if the code got loaded, if the 
plug-in does not provide any indication of working.

As I read the page, this plug-in only adjust indent settings during 
load.
