Yes, for keymaps where | is bound to ⌥I the system will treat ⌥⌘I 
the same as ⌘| — there is no way for the system to know that you 
actually ⌥⌘I.

The only workaround is to manually rebind one of the keys to another key 
equivalent via System Preferences → Keyboard → Shortcuts.
