There’s an issue about it here https://github.com/textmate/textmate/issues/725 and I guess you indirectly answered my question asked there (if it persists with r9381).

I am inclined to ascribe this to a bug with auto-layout which was fixed in 10.8. Previously the incremental search text field did not rely on auto-layout (in the same way as now).
