Suppose that you are using texlive, then you go to 
TextMate Preferences
     Advanced
            Shell Variables
Then you add 
variable= PATH
value= /usr/bin:/bin:/usr/sbin:/sbin:/usr/local/bin:/usr/texbin:/usr/X11/bin
