Hmm, but what does that have to do with Textmate? Perhaps some
options for the program you are talking about has changed?

Otherwise, you tried "Re-Open with Encoding", but did you also
re-save the file with the correct encoding? You can select that in
a pop-up menu in the Save As dialog.
