Traditionally people just start making a bunch of patches or totally  
rework one of the poorly maintained bundles.  They send the new and  
improved version to this list and/or share it around on IRC.  If users  
like the changes, we will generally commit them.

Then if Allan feels you would make a good maintainer, he usually  
provides access for you.  (Just be aware that he's on vacation right  
now, so it may take him a bit to get back into the swing of things.)
