If you drag individual files to the drawer, no rescan is done.  
Scripts to create such static project file from a folder has  
previously been posted here.

The API used by Spotlight is rumored to be public in Leopard (hint).

It is the way it is because that works fine most of the time, and so  
far I have not found time to improve it for the edge cases.
