[TxMt] "edit in textmate" does not support umlauts

if you tell me how to hex-dump i can send a file.
i tried on http://instiki.org/textilesandbox/new/%C3%B6%C3%B6%C3%A4
there it works for me. maybe it has something to do with the
apache/Webserver encoding?
