You need to set __CF_USER_TEXT_ENCODING, see http://

I don’t think the variable above is really endorsed by Apple, I tried  
to get some clear answers at WWDC, but the only thing I really got  
out of it was, that __CF_USER_TEXT_ENCODING is only for legacy mac- 
whatever encodings -- but then, I don’t think they really understood  
what I was talking about (as they kept telling me how I should place  
my non-ASCII strings in a *.strings file ;) ).
