[TxMt] ^X not working for Ruby -or- Rails

I had installed Peter Mauer's KeyCode app and verified the key output.
This is what I get:

For ^P

Unicode: 16 / 0x10
Keys:  ^P
Key Code: 35 / 0x23
Modifiers: 262401 / 0x40101

For ^ShiftP

Unicode: 16 / 0x10
Keys:  Shift^P
Key Code:  35/ 0x23
Modifiers: 393475 / 0x60103
