Both options would work.

You don't have to set it, TM takes case of it. In general, unless I  
am mistaken, TM first looks for a support folder under ~/Library/ 
Application Support/TextMate (~ being /Users/xxx ). Then it looks for  
one  under /Library/Application Support/TextMate, and finally inside  
the application package. It sets TM_SUPPORT_PATH to whichever if  
finds first.

This means that once you install this support folder, you should make  
sure to keep updating it, because the support part inside TextMate,  
which receives the automatic updates when TextMate is updated, is not  
visible any more.
