or

~/Library/Application Support/TextMate/Bundles/Perl.tmbundle/Support/ 
PerlMate/perlmate.rb:1:

I can remember that I have a similar problem. And it turns out that  
actually there is no folder /Library/..., only in ~/Library/...  .
