Hey Dan,

on the US keymap “ is ⌥-{ and ” is ⌥-⇧-}, … is ⌥-; also.

On the german one ⌥-2 and ⌥-⇧-2 does that (⌥-⇧-w for  
„ or ⌥-[key under escape]). (Using Keyboard Viewer from the input  
menu here.)
